Joseph Stangler, Ed. D.

Director of Research and Assessment

Joe joined the school district in 1999. He is responsible for providing research support and assistance to district staff, and managing federal, state and district assessment programs. Joe also oversees the English Learners program, state submissions for student data, and projection modeling for the district.


He assumed his current position in 2002 after serving as principal at Zimmerman Junior High School. Prior to that, Joe was an assistant principal at Rockford High School and a math teacher at Pelican Rapids Junior-Senior High School and at McAllen Memorial High School in McAllen, Texas.


Joe holds Bachelor’s degrees in Mathematics and Economics from St. Olaf College and has earned three degrees from the University of St. Thomas: a Master's degree in Curriculum and Instruction, and both a Specialist's degree and a Doctorate in Educational Leadership. He is licensed as a secondary school math teacher and principal, and superintendent.

Cory Franson

Director of Community Engagement

Cory Franson has been a part of the ISD 728 family since 2008 working as the Program Manager for Community Education.  In 2016 Cory started the role as Director of Community Engagement and Community Education.  Cory has been in the field of Community Education since 2005 working in Winona, MN prior to joining ISD 728.  Cory received his Bachelor of Arts in Music from Winona State, and his Community Education Director’s License and Masters Degree from St. Cloud State University.  Cory provides leadership to the Community Education department and to numerous District programs including: Early Education, communications, legislative involvement and community engagement opportunities.

Joseph Primus

Assistant Director of Finance

Joe has been with the district since August 2009. Previous to this position, he was the Director of Finance at Columbia Heights Public Schools for eight years. Joe has a Bachelor of Science degree in accounting from St. Cloud State University. He maintains an active CPA license. 

Joe is a current member of the Minnesota Association of School Business Officials, the Minnesota Society of Certified Public Accountants, and the Association of School Business Officials.  For more information on Finance, go to Departments and then Finance/Payroll.

Joseph Samek

Assistant Director Information Technology

"Joe" Samek has been with the district since November 2001. He is responsible for technology planning, services and support. He oversees technology staff, coordinating district information systems, communication networks, help desk services, and technology equipment. Prior to March 2004, Joe worked throughout the district as a certified computer technician. Joe has a Bachelor of Science degree in Computer Science from North Dakota State University.

Rosie Lackner

Assistant Director, Human Resources

Rosie Lackner joined the ISD 728 Human Resources team as our new Assistant Director of Human Resources on December 7, 2020.  Before coming to ISD 728 Rosie held the position of Human Resources Associate Director at Minneapolis College and had previously worked in Human Resources at Eden Prairie Schools.  She has an undergraduate degree in Business Administration from Universidad Autonoma de Nuevo Leon (Monterrey, Mexico) and a Masters degree in Human Resources and Industrial Relations from the University of Minnesota's Carlson School of Management. She speaks fluent Spanish and brings to ISD 728 a diverse multicultural background.

Troy Anderson

Assistant Director, Instructional Technology

Troy joined the Elk River School District in 2012. Troy has previous experience as an elementary school teacher and held the position of Technology Integration Specialist in the Osseo School District for 13 years. Troy provides leadership to our Online and Digital Learning Specialists in the areas of coordinating professional development and online learning initiatives. He earned his Associate in Arts from Bemidji State University, Bachelor of Arts from Winona State University and Master's Degree in Instructional Technology from St. Cloud State University.

Thomas Baranick

Manager of Facilities  

Tom started with the ISD 728 in 2005 as the Manager of Facilities. Tom is responsible for the general upkeep of the district’s twenty facilities, including all maintenance, repair, health and safety, security and cleaning activities. He also provides oversight to the district’s construction projects. Tom is responsible for coordinating the upkeep of the district’s grounds, including lawn and turf maintenance, field set-ups, snow removal and parking lot repair and maintenance. Prior to joining the district, Tom worked in similar capacity for Northwest Racquet Clubs, Grand Casino and Princeton Public Schools. Tom received his education from the Robbinsdale School District and the University of Minnesota.

Brian Menth

Manager of Purchasing and Inventory Control  

Brian joined the school district in April 2010. Brian is responsible for procurement of supplies, furniture, equipment, and services for all district sites through the preparation of quotes, proposals and bids in accordance with district policies and state statutes. Brian also oversees the district warehouse operations, including inventory control and mail and supply deliveries. Prior to joining the district, Brian worked for a National Sales and Marketing Agency. Brian has a Bachelor of Science degree in Business Management from the University of Minnesota Carlson School of Management.

Jane Riesberg

Coordinator of Health Services

Jane has been with the Elk River School District since September, 2003 as a Licensed School Nurse.  She became the Coordinator of Health Services in August, 2009.  She is responsible to ensure the delivery of school health programs and services to provide students with the opportunity to reach their maximum educational opportunity, and to minimize absence due to illness or chronic disease.  Jane manages the staff and operations of the Health Services program to meet the needs of the students.  She also manages and coordinates the delivery of quality nursing serves in the school health offices of the public and non-public schools, in compliance with Federal, state, and local laws, and district regulations and policies.  Jane has a Bachelor of Science in Nursing from the University of North Dakota.

Kristina Hess

Theater Manager

Kristina joined District 728 in 2016 as the District Auditorium Theater Manager.

She will provide leadership and coordination to all aspects of our now 4 district theaters with in-house staffing, production designs, liaison to rentals and student recruitment and involvement in newly developing theater programs.  

Kristina’s background includes 20+ years of working in technical theater while teaching high school students at Spring Lake Park in tech theater. She also comes to us with a background of facility management and has owned a company in faux finishing.

She is the epitome of local with a BA from SCSU and courses from Concordia University, St. Paul and U of M.  Has worked at Chanhassen Dinner Theater, Valley Fair, History Theater, Paramount Center for the arts, and worked as a muralist in Wisconsin Dells.

Kristina looks forward to creating a fun, collaborative, challenging environment to create a superb theatrical experience for the audience and our students.
