  • ISD 728 and its employee labor groups share a mission to educate, inspire and empower our more than 14,000 diverse learners, to shape their futures, to accomplish their dreams and to contribute positively to our local and global communities. To support this mission, ISD 728 has adopted the following principles and priorities for guiding the 2023 Negotiation Process.

  • PRIORITIES FOR 2023-2024 NEGOTIATIONS:
    • Facilitating dialogue and fulfilling responsibilities in a transparent and professional manner, with honesty and integrity.
    • Working within the budget parameters established by the School Board and Department of Education, which focus on funds that are currently available.
    • Maximizing the amount of time staff are working directly with students to meet needs identified in the District’s Strategic Plan.
    • Providing accurate and up to date information about negotiations with staff, leadership and our communities.

  • PRE-NEGOTIATIONS UPDATE:
    Pre-Negotiations - Meeting 1
    ISD 728 leadership and EREA exchanged communications beginning in March, including a letter from the District, a response from EREA and a final, second communication from the District team. The communication discussed an initial offer, EREA's wishes to negotiate and the District's initial parameters for negotiations. They can be read here: 
     
    NEGOTIATIONS UPDATES:
    Teacher Negotiations - Meeting 1
    The parties met for three hours on Wednesday May 17, 2023 to start negotiations on the 2023-2025 Teacher agreement. The District presented its complete proposal, including the financial impact totalling 7.217% over two years (2023-2024 to 2024-2025). EREA presented a "Negotiation Issues List," for discussion at future meetings.
     
    AFCSME Negotiations - Meeting 1
    The parties met on June 8, 2023 to exchange opening proposals as a start to the ISD 728/AFSCME negotiations representing Educational, Instructional, Special Education, Information Technology and Media Assistants.
     
    Teacher Negotiations - Meeting 2
    The parties met on Thursday, June 15, 2023 for several hours to discuss a variety of proposals presented by EREA.
     
    Teacher Negotiations - Meeting 3
    The parties met on Tuesday, June 27, 2023 for several hours to discuss a variety of proposals and counter proposals presented by the District and EREA.
     
    AFCSME Negotiations - Meeting 2
    AFSCME and the District met for two hours on Wednesday June 28, 2023 to continue discussions related to the proposals and counter proposals from each party. AFSCME represents Educational, Instructional, Special Education, Information Technology and Media Assistants.
     
    Teacher Negotiations - Meeting 4
    The parties met on Thursday, July 13, 2023 for several hours to discuss a variety of proposals and counter proposals presented by the District and EREA.
     
    AFCSME Negotiations - Meeting 3
    AFSCME and the District met  on Thursday, July 13, 2023 for two hours to continue discussions related to the proposals and counter proposals from each party. AFSCME represents Educational, Instructional, Special Education, Information Technology and Media Assistants.
     
    AFCSME Negotiations - Meeting 4
    The parties held an all-day negotiation session on August 8, 2023. Talks continue to show progress. Additional meetings are scheduled for September.
     
    Teacher Negotiations - Meeting 5
    The parties met on Monday, August 21, 2023 for several hours. Talks continue and additional meetings have been scheduled after the start of the school year.
     
    Custodial Group Negotiations - Meeting 1
    The parties met on Monday, August 29, 2023 to exchange openers. 
     
    Foos Service Group Negotiations - Meeting 1
    The District and representatives from SEIU met on Monday, August 28, 2023 to exchange openers.
