2024 Repurposing Proposal
Overview
As a result of needed and more specific programing for certain students with special education needs, continued declining enrollment in Elk River, recommendations from the District Facilities Review and Planning Committee, state and federal requirements related to providing special education services, and the desire to maximize building use without having to ask taxpayers for additional funding support to build a new school or learning space, the School Board has asked the Superintendent to explore the possibility of repurposing a current elementary school within Elk River.
As a result, at the March 25, 2024 public School Board Work Session, the Superintendent updated the School Board on what he and his team have learned thus far, and provided an opportunity for the School Board to ask questions and provide feedback. There was no action taken at this meeting.
UPDATE: May, 23, 2024
ISD 728 Staff, Families and Students:
The purpose of this update is to address the School Board’s directive to consider the repurposing of an elementary school, having fifth grade students attend either Salk or VandenBerge Middle School, and to provide a recommendation for the School Board's consideration.
Recommendation: While the School Board acknowledges the need to enhance programming for specific populations, optimize building capacity, comply with state and federal law, and explore financial efficiencies, there are differing opinions among board members on the best approach, timelines, and methods for gathering additional feedback from impacted staff.
Due to these differing opinions, I recommend not repurposing an elementary school in Elk River at this time. Repurposing requires full School Board support and the ability to make challenging decisions related to which school to repurpose, what programming changes to implement, and how to adjust boundaries. Without full agreement, there is a high risk of negatively impacting students, families, and staff.
Summary: After a comprehensive review, including data analysis, expert consultations, and consideration of feedback, it is recommended that the School Board not repurpose an elementary school or move fifth grade students to a middle school in the central part of the school district at this time. Instead, further discussions should begin in January 2025, after the school board elections, so that all current and potential new School Board members have the opportunity to be part of the discussions and process.
What does this mean? The School Board will:

Not repurpose an elementary building at this time.

Not move fifth grade students to Salk or VandenBerge Middle Schools at this time.

Maintain current programming at Ivan Sand Community School at this time.

Begin discussing any and all options, considerations, timelines, and next steps after January 1, 2025, following the school board elections.

Not hold a public hearing in July or seek additional staff and/or community feedback until after January 1, 2025.

Maintain the status quo for now (i.e., business as usual).

- The District has shared a lot of information about the possibility of repurposing a school, but for those who don’t have a lot of time to read everything, what are the basic reasons why it would consider doing it?
- How did this recommendation come about? Was this something the District ‘just decided’ to do?
- What is the estimated cost of the project and scope?
- Why are these two major proposed changes mainly impacting Elk River schools only?
- If growth is happening so rapidly in the South, why aren’t there impacts there?
- Did the Facilities Review and Planning Committee consider having students from Ivan Sand Community School possibly move to the new site also?
- Renovations and improvements were a major part of the 2019 referendum, and part of the reason I voted for it. Why ‘repurpose’ a school after such a major project?
- Why is public opinion not being taken into account until the summer, when the school is already announced and a decision is practically already made?
- How are you ensuring that residents, taxpayers, teachers, and parents are involved in these decisions? Public input has seemed nonexistent so far.
- Why don't we have a longer timeline between the decision and the actual implementation of the repurposing? ie. Why not have a 3-5 year plan?
- Is there an alternative plan?
- How would boundary lines be impacted?

- Does the District have enough space in the other elementary schools to serve students who would be moved?
- Will Class sizes increase if the District repurposes an elementary school?
- What benefit is a larger group of students as it relates to class sizes? Is Middle school determined the same as elementary?
- Would elementary kids who are forced out of their school be moved all at once or in a gradual fashion?
- How will repurposing an elementary affect students that are under an in district transfer? Can they stay/transfer with the school they’re currently attending, or will they have to go to their original, designated school?
- What will happen to boundary lines for elementary schools? Will just one school be absorbed by all other schools or will the boundary lines completely change so some enrolled at a school remaining open might move to another school?
- Will parents from the repurposed school have options of where their children will attend school?
- We see a need for SPED bldg/ programming do you really need to repurpose an Elementary school to make it happen?
- Have bussing and student walk zone factors been considered in this plan?

- Why are we seeking to segregate a population of our students that need to be mainstreamed as much as possible to ensure they are ready to understand and interact with others on a daily basis as an adult?
- Where did the idea of one building serving these programs come from?
- The FAQ states that attendance in the repurposed school would depend on which programs are identified. We don't even know which programs would be in the building? Then how can we justify closing a building for it?
- If the District were to repurpose an elementary school, how many students would likely be housed at the new site?
- Did the Facilities Review and Planning Committee consider having students from Ivan Sand Community School possibly move to the new site also?
- Are the proposed programs assigned to the repurposed building for all ISD 728 students or just Elk River?
- Who will the teachers/staff be at the repurposed school?
- What state or federal mandates are we not in compliance with that is driving the decision to repurpose an Elementary school?
- Where is the data that shows that the number of students at the repurposed school would continue to grow?
- Would ESL children also be required to attend the repurposed facility?
- How would the Ivan Sand students who would also be relocated to the new facility be separated from the other programs in the repurposed school?
- What is meant by: Certain populations of students within ISD 728 need, deserve, and are required by law to have more specific and better programming, which requires different spaces than what is available now.

- If fifth grade students in Elk River, Otsego and Rogers end up attending middle school, would there be plans for fifth grade students in Zimmerman to move?
- How would the District utilize land in Otsego? Why is it necessary?
- Was Handke considered in this repurposed process? Could preschoolers go to the elementary buildings?
- Why are Elk River elementary schools the only ones not to include preschool/ECFE? Why couldn't we do that like the rest of the cities in our district and use Handke for additional programming?
- Have staff been surveyed or asked for input? Will displaced staff have a say in where they go?
- How many probationary teachers throughout the district will lose their jobs because of displaced tenured teachers from the repurposed school?
- Can you guarantee that our current staff will not lose their jobs based on the statement, “ISD 728 Staff that are assigned to the District provided programming would be assigned to work with the students at their newly repurposed school.”
- Has repurposing a school to make it a 4th & 5th grade school an option to help with space? ISD 31 does this so that 5th graders are still treated like elementary students and have a recess and are not around the middle school atmosphere.
- What is the plan for the Ivan Sand building?
