Dr. Kari Rock

Assistant Superintendent of Secondary Educational Services

Dr. Kari Rock joined ISD 728 in 2021 with a wealth of experience as a former District Leader in the Anoka-Hennepin School District, a Middle and Elementary Principal and teacher. She was most recently the Director of Elementary Schools with Anoka-Hennepin and has an extensive background in curriculum, interventions and title programs. Dr. Rock is also a resident of Elk River with children attending ISD 728 schools.

 

Ms. Jamie Nord

Assistant Superintendent of Elementary Educational Services

Jamie Nord joined ISD 728 in July 2023. Prior to joining the ISD 728 cabinet, Jamie spent 16 years serving in several different capacities at the St. Croix River Education District, including time as Executive Director, Director of Special Education, Unique Learners' Manager, and School Psychologist. As a leader, she has extensive experience in creating and implementing a multi-tiered system of supports (MTSS) to improve outcomes for all learners.

In addition, Jamie is active at the state and national leadership level, recently serving as the President for the Minnesota Administrators for Special Education. She earned her Bachelor of Science degree in Psychology from the University of Wisconsin-Superior, her Master of Education and Education Specialist degrees in School Psychology from the University of Wisconsin-Stout (while simultaneously completing the coursework for School Counseling), and her Sixth Year Certificate for Director of Special Education, K-12 Principal, and Superintendent licensure from St. Cloud State University.

John Regan

EXECUTIVE Director of BUSINESS SERVICES 

John Regan comes to ISD 728 from central Minnesota where he most recently served as Superintendent of Waterville-Elysian-Morristown School District. He has also served the ACGC (Atwater-Cosmos-Grove City) and Staples-Motley districts in his career. He began his educational career as a Math teacher. 

John officially joined the district on July 1, 2025 replacing Kim Eisenschenk, who was serving as Interim Executive Director of Business Services after Andy Almos moved to the Superintendent position here at ISD 728.

Shannon Undersander

Executive Director of Human Resources & General Counsel

Shannon Undersander joined ISD 728 as Director of Human Resources June 17, 2024. 

Shannon brings a wealth of experience and expertise in Human Resources, complemented by a strong legal background. She holds an undergraduate degree in political science from Saint Mary's at Notre Dame and a law degree from Suffolk Law School in Boston, Massachusetts. Her professional journey includes roles such as an employment attorney at Oppenheimer Wolff & Donnelly, Director of Human Resources for Monticello Schools and most recently as the Human Resources/Employee Relations Manager for TruStone Financial.

Shannon's commitment to our community extends beyond her professional endeavors. As an active parent - including volunteering - and community member within ISD 728, Shannon has a unique perspective and understanding of our District's needs and values.
