Students are eligible to apply to any of the magnet schools if they live within the school districts of ISD 728, Anoka-Hennepin, Brooklyn Center, Buffalo-Montrose-Hanover, Fridley, Osseo and Rockford. The Joint Powers Board (JPB) makes decisions and sets policies for the care and management over the programs and activities in the school district. The JPB's authority includes implied and specific powers granted by the legislature. The membership of the JPB is made up of one school board member from each of the member districts. In addition, the NWSISD Executive Director serves as an ex-officio member, and an at-large representative is a member district superintendent who will be attend on a rotating basis. This group meets monthly, in the evening, which typically includes a virtual option.
