Literacy Plan

READ Act
According to the Minnesota Department of Education, the Minnesota Reading to Ensure Academic Development Act, known as the READ Act, was passed into law on May 24, 2023. The READ Act replaces the previous "Read Well by Third Grade" legislation and focuses ensuring all students become proficient readers. It emphasizes the use of evidence-based literacy instruction aligned with the science of reading and supports educators with training and resources to enhance student success.
Literacy Plan
The 2024-25 ISD 728 Local Literacy Plan for K-12 is a strategic roadmap designed to support student growth and success in reading and language arts. This plan outlines the district’s commitment to high-quality literacy instruction, aligned with state standards and best practices in reading education. Each June, Minnesota schools submit a Local Literacy Plan to the state, detailing how they will assess, support, and enhance literacy development for all students. ISD 728’s plan includes evidence-based literacy instruction, assessment practices, and targeted support models to ensure every learner has the tools to become a confident, capable reader.
