Troy Anderson
Director of Instructional Technology
Troy joined the Elk River School District in 2012. Troy has previous experience as an elementary school teacher and held the position of Technology Integration Specialist in the Osseo School District for 13 years. Troy provides leadership to our Online and Digital Learning Specialists in the areas of coordinating professional development and online learning initiatives for staff.
He earned his Associate in Arts from Bemidji State University, Bachelor of Arts from Winona State University and Master's Degree in Instructional Technology from St. Cloud State University.
Dr. Meagan Rathbun
ONLINE 728 ASSISTANT PRINCIPAL/DIGITAL LEARNING SPECIALIST
Meagan joined ISD 728 in 2020 as an Online Learning Specialist and helped to shape the Online728 Elementary and Middle School programs. She brings 7 years of teaching experience in an online setting with a license in Communication Arts & Literatures, 5-12 and a K-12 administrative license. Meagan obtained her Master’s degree in Teaching and her Ed. D. degree in K-12 Educational Leadership from Bethel University. Meagan has a passion for online education, recognizing it as a positive learning opportunity and choice for students and families. She is excited to step into the Assistant Principal role and lead Online728 towards future innovation and growth.
Pamela Beckermann
DIGITAL LEARNING SPECIALIST
Pam joined ISD 728 and the Digital Learning Team in 2015. She has a Bachelor's degree in Business Education and a Master's degree in Information Media from St. Cloud State University. Prior to joining ISD 728, Pam served for 20 years at Dassel-Cokato Middle School as a Media Specialist, Digital Learning Specialist and Gifted & Talented facilitator. Pam supports staff in the following schools in leveraging technology and pedagogical best practices to make teaching and learning more effective, efficient and engaging: Prairie View Elementary, Prairie View Middle, Salk Middle, Westwood Elementary, Zimmerman Elementary, and Zimmerman Middle & High School.
Ena Rasmussen
DIGITAL LEARNING SPECIALIST
Ena holds a Bachelor of Science focused in Biology and Language Arts Education from University of Wisconsin-River Falls and a Masters degree in Curriculum and Instruction from St. Cloud State University. Prior to joining the Digital Learning Team, Ena served as a classroom teacher for 15 years and a Science and Math Curriculum Specialist with our Teaching and Learning Team. Ena will be supporting staff as they leverage technology to engage and empower all learners at Elk River High School, Ivan Sand Community High School, Lincoln Elementary School, Meadowvale Elementary School, Parker Elementary School, Twin Lakes Elementary School, and VandenBerge Middle School.
Tyrone Schmidt

Tyrone has a Bachelor's degree in Business Education from Concordia College, a Master's degree in Educational Leadership from Southwest Minnesota State University, and a Principal license from Minnesota State University Moorhead. Prior to joining ISD 728, Tyrone served for 13 years in the St. Francis Area School District as a Technology Integration Specialist while also teaching classes in Business, Computer Technology, and Economics. Tyrone will be supporting staff in the following schools to leverage technology in creating the most impactful learning experiences for students: Rogers High School, Rogers Middle School, Rogers Elementary, Otsego Elementary, Hassan Elementary, and Handke Family Center.
