- At times, families of students in ISD 728 may require legal representation. ISD 728 works with the Minnesota Department of Education to ensure these resources are available to families. The Minnesota Department of Education (MDE) and its employees cannot provide recommendations on which resource, if any, you should choose. This list is made available to parents in accordance with the Individuals with Disabilities Education Act (IDEA) and the Pupil Fair Dismissal Act (PFDA). 34 C.F.R. § 300.507(b) and Minn.
