Rachel Hilyar, MEd
Director of STUDENT SERVICES
Rachel Hilyar has led the work of the ISD 728 Student Services Department since 2017. In this role, she works with a dynamic team of district leaders, including the Student Services and Educational Services teams and building principals, to embed powerful prevention strategies that foster resiliency and ensure a safe learning environment for all. Some of the initiatives included to achieve this are: Social Emotional Learning (SEL), Mental Health Services, Substance Abuse Prevention, Emergency Response and Crisis Management Protocols, Bullying Prevention and so much more! Rachel earned a Bachelor of Science Degree in Family Social Science and a Masters of Education Degree both from the University of Minnesota. Rachel is also a certified Threat Liaison Officer through the Minnesota Bureau of Criminal Apprehension.

Dr. Nicole Stottlemyre
Coordinator of STUDENT SERVICES
Nicole served as a licensed deputy for the Sherburne County Sheriff's Department for 15 years. She currently is an online criminal justice instructor for Liberty University. Nicole has a PhD in Public Safety from Capella University with her dissertation focused on facilitation practices in authentic restorative processes. In addition, she has a Masters of Science in Criminal Justice from St. Cloud State University and a Bachelor of Arts in Law Enforcement from Minnesota State University, Mankato. Nicole joined our team in July 2020. She uses her experience and expertise to focus on developing and supporting district safety initiatives (i.e. ALiCE, Crisis teams, reunification planning, SRO support, etc.). Nicole is a certified Threat Liaison Officer through the Minnesota Bureau of Criminal Apprehension and a certified School Emergency Manager through the MN Department of Public Safety.
